I guess to say "the primary job of census board is counting people" is like saying "the primary job of a programmer is typing on the keyboard". Census board is supposed to study demography and provide useful input to the government. Now, how much of that the Indian census board does can be questioned..
For one of my research purpose, I sent an email to the census board asking them if they have statistics of the divorce rate, both /1000 population and /100 marriages. It's been 3 days. I haven't received an acknowledgement even. How about that?
Also...primary job of programmer is typing on keyboard right? I don't know. I don't do much, that's all I do :)
